The Symantec page says that the tool is available until 31 October 2019, but just like Brexit didn't happen on that day, the deadline has passed, and the tool is still there. Furthermore, I checked, and the uninstall tool is still presently available here. However, existing installations of the program are still functioning, which means that the basic operation of the online database continues. The program is no longer receiving support, and the database may not be getting updated.

I know this is true because I downloaded and installed the software, and that is when I found out there is no database. Key parts of the website no longer exist, which you'll find if you actually browse through it, but the biggest problem is that the database is not only no longer updated - it no longer exists.
